Your body heat and surrounding temperature will slowly make the water inside the vest vaporize. This causes the surface of your skin to cool down before you get all sweaty. Depending on the temperature and humidity, a 500ml fill will last up to 3 days. Good news for riders with a backpack: the filling cap has evolved into a special waterproof zipper construction at the back.

Let's face it. In Oz, there's gonna be some bloody hot days when the riding bug doesn't stop biting for the weather or your body leaving you with a hard to reach itch to scratch. Now nothing is going to make riding in 40+ weather on 2 wheels feel like sliding down the snow and diving in some icy water, but this will at least make things a bit more tolerable. Cruising along it provides surprising cool air for your chest lowering your overall body temp, of course the wet vests will feel cooler but if your riding to a pub or cafe for a bevy you might not be let in dripping wet...and as musts be, even riding to work where a boss may frown on sopping wet employees (not surprising since sopping wet employees can lead to all sorts of law suits). In the twisties and freeways the cooling is nice and steady. In traffic it's not too bad either, cools while you move and will keep working a little while stopped at lights. If traffic is at a complete crawl then obviously it is at it's least effective but still has a slight noticeable effect which beats nothing. Don't expect miracles but do expect to be a bit more comfortable and maybe raise you max riding temp by 5 or 10 degrees.
